2007-08 GEVA - USAV Referee Certification Requirements

Referee Certification

Five Levels of Referee Certification in USA Volleyball:

·         Junior Olympic Referee (Junior R-1) - tested and awarded at the local level

·         Provisional Referee - tested and awarded at the local level

·         Regional Referee - tested and awarded at the local level

·         Junior National Referee - tested and awarded at Girls’ Junior Nationals

·         National Referee - tested and awarded at Boys’ Junior Nationals

To Become a GEVA - USAV Certified Referee You Must:

·         Attend a referee clinic (typical clinic length is approximately 7 hours) offered by the Region

·         Pass a written exam on-line (See below)

·         Pass a practical exam as both R-1 (first referee) and an R-2 (second referee).  Rating sessions are scheduled at GEVA sanctioned tournaments.

·         Become a USAV certified Scorekeeper

·         Be a member of GEVA in good standing

Reciprocity:

  • Transfer candidates from other Regions may continue at their current rating.  State and Local PAVO officials will be accepted at the appropriate reciprocal level, after having met all GEVA requirements outlined above.  Parallel ratings are not automatically awarded.

 

  • Current ratings must be documented, with test scores, to the Officials’ Chair prior to acceptance.

 

 

Maintaining as a GEVA Referee

 

For a certified referee to be or continue as a “Member in Good Standing of the Garden Empire Volleyball Association (GEVA), regardless of rating, the referee must meet the following criteria:

·         Join GEVA every year.

·         Pass the written USAV referee test as defined for the referee's level of certification.

·         Attend the annual Referees meeting, or a new officials’ clinic.

·         Demonstrate a level of professionalism appropriate to the referee's level of certification.

·         Fulfill the obligations outlined below for the referee's level of certification.

If a referee cannot meet these criteria, he or she may apply to the Official's Chair for a one-year waiver, which will not be unreasonably withheld.

National and Junior National Referees:

1.      Attend a National Training Team clinic each year.

2.      Attend the annual officials meeting or a referee clinic each year.  The National Training Clinic may be substituted for the annual meeting on an infrequent basis, at the discretion of the GEVA Officials’ Chair.

3.      Maintain certification as a USAV Scorekeeper

4.      Work as a full-time non-playing referee at a minimum of four tournaments, at least one of which must be a Junior level tournament and at least one of which must be the GEVA Regionals championship, OR

5.      Perform comparable service to GEVA or the USAV Official's Division (at the discretion of the GEVA Official's Chair)

Regional Referees:

1.      Attend the annual officials meeting or a referee clinic each year.

2.      Pass an on-court practical examination as both and R-1 and R-2 every two years.

3.      Maintain certification as a USAV Scorekeeper

4.      Work as a full-time non-playing referee at a minimum of four days each year plus one Regional tournament, at least one of which must be a Junior level tournament OR

5.      Referee a minimum of one day full time, plus at least once as a player/coaches at three different tournaments plus one Regional tournament each year, OR

6.      Perform comparable service to the GEVA (at the discretion of the GEVA Official's Chair)

Provisional Referees:

1.      Attend a referee clinic each year. Provisional officials with two years standing in the Region may attend the annual officials' meeting in lieu of a clinic.

2.      Pass an on-court practical examination as both and R-1 and R-2 every year.

3.      Maintain certification as a USAV Scorekeeper

4.      Work as a full-time non-playing referee at a minimum of four days each year plus one Regional tournament, at least one of which must be a Junior level tournament, OR

5.      Referee a minimum of one day full time, plus at least once as a player/coaches at three different tournaments plus one Regional tournament each year

Test Procedure:

·         Go the web site: http://www.yankee.org/usavref/usavtest/

·         If you are a PAVO and/or a National Official, your user name is probably your first and last name (i.e., johndoe) and your password is probably the last 4 numbers of your social security number.

·         If you fit neither category you may take the test as user name "guest" and password "guest".

·         The test password will be provided to members and to candidates upon completion of the clinic and having become a member of the Region.  Select the Garden Empire Region so your results some back to the Officials’ Chair.
