Materials Needed
  • 2 Regular, non-deciding set score sheets-
    or 1-two set sheet
  • Deciding set score sheet if match play
  • 2 line-up sheets
  • Libero tracking sheet
  • Rosters (if required for the event)
  • Visual Scoreboard
  • Black or blue pen, pencils and eraser
  • Correction tape if you are using all pen
  • Straight edge (ruler) for hour-glasses
  • A watch to enter start and end times

Beginning the Score Sheet
  • As soon as you have completed playing your match and it is your turn to officiate get your pens, pencils, watch, eraser and correction tape
  • Start the Heading and Officials section of the score sheet while you are waiting for the results of the coin toss at the captain’s meeting

    all Division, Court and Match information
    for accurate posting of results

Results of Coin Toss
  • Bearcats serving on the left
    • The team to the left of the scorekeeper in Set 1 is designated A
  • Rams receiving on the right
    • The team to the right of the scorekeeper in Set 1 is designated B
  • The A & B designations remain with the teams for the complete match


  • Enter the Team Name in Pen and CAPITAL letters
  • X the service circle,         of the serving team,
  • X the receive circle,         of the receiving team and
  • X the first service round box of the receiving team.

LINE-UP SHEETS
  • Line-up sheets should be turned in 2 minutes before the first set of the match
  • In the 3 minutes between sets the coach has 2 minutes and 30 seconds to decide on their line-up before it is late
  • When you receive the line-up sheets from the coaches or captains look for the following:
    • The floor captain-indicated by a “c” after the number
    • A Libero number if a Libero will be used for the set
    • The Coach’s or Captain’s signature

Once a Signed LINE-UP is Received
  • Once the line-up is signed and received it may not be changed, unless a regular substitution is made
  • Look for a Libero number when the line-up is received so it may be added at this time if the coach forgot
  • The coach must fill out the line-up for each set
    Do Not just use the 1st set line-up for the 2nd set

Once a Signed LINE-UP is Received
  • Always start entering the line-up with the
    Player # in box I entered into column I for that team
  • It does not matter if a team is serving or receiving
    Line-up box I = column I
  • Write the numbers in the left side of the box to allow room for substitutions
  • Use Pen to enter the line-ups

Scoring the Set
  •  P the number in the upper right corner of service round box for each correct server when they CONTACT the ball for service
  • If it is the wrong server- DO NOT P the number in the service round box. Only enter the Exit Score (Total Team Score) Do not notify the 2nd Referee until after the wrong server has contacted the ball
  • DO NOT P the service round box if the server fails to serve in the 8 seconds and a loss of rally is issued without contact of the ball
  • DO NOT P the service round box if a Server tosses a ball and lets it drop
  • DO NOT P the service round box if the last point of the set is scored on a loss of rally. Just enter the set point as the exit score for the next server
  • For the first rotation P boxes with the number 1. For the second rotation P boxes with the number 2 and so on.

Scoring Tips
  • If a Replay is awarded, the scorekeeper records nothing on the score sheet
  • If A Mind Change occurs, (1st referee reverses a call) erase or white out any changes to the score sheet
  • If you have a mistake on the Pen sections and have no white out tape you may X out the mistake and write the correct information immediately following the X

SUBSTITUTIONS
  • Each team gets 12 Team Substitutions
  • There is no limit to the number of individual substitutions
  • Once a player is listed in a service column, they may not substitute in any other service column, unless there is an Exceptional Substitution due to injury
  • More than 2 players may be in the same service column, but those players are locked into that service position

  • Slash #6 and c - write #18 next to #6
  • The new floor captain will be #10, write a c next to #10
  • Enter the score at time of substitution listing Bearcats score first, 2-6
  • Slash the total team sub
  • Note: When #6 re-enters they automatically become the floor captain again

  • Bearcats take a time out
  • The score of the team taking the time-out is listed first and then the opponents score: Score 2-6

"Indicate to the Referees how..."
  • Indicate to the Referees how many time-outs have been USED
  • Show 1-finger for Bearcats on left hand and a fist for zero time-outs used by Rams with the right hand

"Each team gets only 2..."
  • Each team gets only 2 time outs per set. No additional team time outs are ever awarded in USAV play
  • During time outs, check that the visual score is correct
  • Check that the number of substitutions matches the total team subs and that the Score at Change entries are complete
  • Time-outs in USAV are 30 seconds long

  • On the bottom left corner of the score sheet is the SANCTIONS box.
    This box is used to record common penalties.

IMPROPER REQUEST
  • An Improper Request shall be rejected by the first or second Referee
  • The first Improper Request will be issued without a warning or penalty being assessed
  • Any further interruptions in the same match will be sanctioned progressively
  • An Improper request shall be recorded on the score sheet and will be in effect for the whole match

Types of IMPROPER REQUESTS

  • Any request after the whistle for service
  • Request not by a Captain or Head Coach
  • Excess Time Out (request for 3rd time out)
  • Excess Team Sub (request 13th team sub)
  • Call for 1 sub and send 2 players. (1st sub is accepted, the 2nd sub is denied and an Improper Request is given)
  • 2nd request for a sub on the same dead ball
    ( A team is granted a sub and then requests another sub)
  • Wrong Position entry. ( Ex: a player subs in position IV and then tries to enter in position III)

TEAM DELAY WARNINGS
  • A TEAM DELAY is any action that delays the resumption of the set
  • A Team Delay Warning shall be recorded under the W (Warning) column in the Sanctions Section
  • A Team Delay will be in effect for the entire match

Types of TEAM DELAY WARNINGS

  • Second Improper Request in the match. Team delay warnings will be in effect for the whole match, not just the set
  • Wearing jewelry during warm up or the set
  • Late line-up submission
    Two minutes before the first set and 30 seconds before the start of subsequent sets in the match
  • Failure to report to the court to start the set
  • Prolonged set interruptions- delays after a time-out
  • Unnecessary player delays- throwing ball into the stands, etc.

Types of TEAM DELAY WARNINGS
  • Delays making a Substitution
    (Call for a sub and they are late getting to the line because they need to remove sweats etc..)
  • Requesting an illegal substitution
    (A player not on roster, an expelled/disqualified player, a player replaced by an exceptional sub in that match)
  • Wrong Libero re-entry
    (A Libero entry after the serve, the Libero did not sit out one rally, the Libero was replaced by the wrong player)

TEAM DELAY PENALTIES
  • A TEAM DELAY PENALTY is issued for any second Team Delay or an Improper Request that happens after the first Team Delay


  • A Team Delay Penalty results in
    a loss of rally or penalty point
  • Once a Team Delay penalty is issued, it will be in effect for the whole match

Individual Player or

  • If a player or team staff is VERBALLY WARNED
    nothing is written on the score sheet


  • If a player or Team Staff is given a YELLOW CARD it will be recorded in the Sanction Box and results in a
    loss of rally/ penalty point
    (The 1st Referee will hold yellow card in air and identify the player or staff member)


  • Once a player or team staff is issued a penalty sanction, the sanction will be in effect for the whole match

WRONG SERVER
  • If the Wrong player serves the ball, DO NOT tell the 2nd Referee until AFTER the ball has been contacted for serve

  • Make sure you give the other team a loss of rally point

  • Information in the REMARKS section includes these actions:
    • Protests
    • Exceptional Substitutions
    • Points cancelled by referee
    • Forfeit set
    • Default set

  • When writing Remarks include:
    • What happened (Exceptional Sub...)
    • Player number or staff designation
      • If it is an individual sanction, indicate the player # or a letter designation for the coaching staff
      • If it is an exceptional sub (player # for injured #)
    • Team designation (A or B)
    • Set #
    • Score at the time, listing score of the team involved in the remarks first

Recording a Protested Set
in the REMARKS SECTION
  • PROTESTS should be handled at the time of protest, if at all possible. If a protest is upheld, the match will be replayed from the point of protest.


  • IF IT IS NOT RESOLVED THE REMARKS SECTION SHOULD CONTAIN:
    • Score of each team
    • Team areas
    • Player serving
    • Relative position of both teams on the court at the time of the protest
    • Team and Player substitutions
    • Libero position
    • Time-outs
    • The Referee’s dictation of the protest
    • Signature of the 1st Referee, both floor captains and scorekeeper

EXCEPTIONAL SUBSTITUTIONS
  • An injured player that can not resume play after 30 seconds and can not be replaced by a legal sub may be replaced by an EXCEPTIONAL SUB.
    No penalty will be assessed
  • This Exceptional Sub will not be counted as a team substitution
  • The injured player may not return for the rest of the MATCH

  • Use a legal sub first
  • A player who has not entered the set, or
  • By the starter or a sub who has played in that position of the rotation
  • If No legal Subs are available
    use this order for an Exceptional Sub
  • By any substitute on the bench regardless of what position previously played
  • By the Libero (the Libero must change uniform)

  • During set play Pencil may be used for: slashing points, exit scores, subs, time-outs, sanctions, remarks
  • After the last exit score is written switch to PEN for:
